Gap analysis findings
Reviewed the validated findings of the legal and regulatory gap analysis, stakeholder input and benchmarking to identify key regulatory priorities and areas needing harmonisation.
Structuring the regulatory framework
Developed a logical outline for the draft regulations: definitions, scope of application, legal bases for transfers, safeguards, enforcement mechanisms and exceptions.
Drafting of regulatory provisions
Assigned sections to subject-matter experts, who drafted the regulatory text with its technical, legal and policy considerations.
Internal review & quality assurance
Conducted a detailed technical review for coherence, consistency, legal soundness and alignment with the identified objectives.
Steering committee review
Shared the draft with the ODPC, the ICT Authority and the designated steering committee for review and direction ahead of wider stakeholder validation.
